摘要：Environmental and climate policies in China have increasingly emphasized integration of market-based logic into regulatory programs. As an alternative to command-and-control approaches, market-based strategies use economic incentives to align stakeholders’ interests with environmental goals. Examples of market-based environmental policies include payments for ecosystem services and carbon emission trading. This talk is focused on the relationship between market-based environmental policy and inequality. Specifically, the speaker will examine what are the impacts of a market-based policy on different income groups, particularly the low-income groups, as well as policy designs that can mitigate the negative impacts on economic inequality. The speaker will cover three sub-topics in this talk: the valuation of environmental goods (such as ecosystem services or carbon emissions), an economic model on the relationship between market-based policy and inequality, and the application of the model in ecosystem services and carbon markets.
主讲人介绍：
王溥👩🏽🦱，哈佛大学肯尼迪政府凯发K8博士后研究员，研究方向包括能源与气候政策♧，环境经济与管理。他目前的研究项目为中国的碳排放交易机制，具体为应用经济学模型估算中国每个省份的合理碳价格水平，并且评估碳市场对于不同区域的差异性影响。王溥从康奈尔大学获取博士学位，方向为资源环境经济与管理🙆🏽♀️。他的博士论文应用一个经济学模型阐释基于市场的环境政策与贫富差距之间的交互作用，并且通过在青藏高原的实证研究项目对模型进行了验证。
